in southern Brazil, NOBODY can heat their homes. Not even the rich. Insulation and radiant heating systems are non existant here. I am sure the mayor himself cant heat his home besides maybe an inneficient and ill designed fireplace.

besides, the mayor did right. A big part of the city´s tourism is because of the cold. Investing in the tourism in the city may reap more future rewards than the city paying for heating systems for the poor.
